Target groups
- The inhabitants of underprivileged working-class districts in Cap
Haïtien.
- The management committees of the drinking water and sanitation
systems.
- The contractor-clients (SNEP department north and the city council)
through capacity reinforcement.
Objective
To improve the sustainable, participative and equal access to basic
services, more specifically to drinking water and sanitation of the
inhabitants of underprivileged working-class districts in the city Cap
Haïtien.
Main results
- Participative sector planning mechanisms are applied on a local
level; a regional management plan for the drinking water and sanitation
sector is executed for the city.
- 100.000 inhabitants of underprivileged districts have a regular
access to drinking water at an acceptable price.
- The living conditions of 54.000 inhabitants of underprivileged
districts have improved by the creation of a healthy environment:

- the waste water and rainwater are evacuated via concrete channels
and erosion is prevented;
- the garbage is collected.
- Through a sensitization process and the construction of model
latrines, 80.000 inhabitants show more adapted behaviour in terms of
water use, hygiene and sanitation.
- The local councils and the authorized public service dispose of the
competences and means necessary to secure the sustainability of their
services.
- The management capacity and position of the population involved
have been reinforced, with special attention to the position of the
underprivileged within the entire target group.
- The realisations of the project have a positive impact upon
important stake holders in the drinking water and sanitation sector, in
Haiti as well as international.
